Job Overview for Program Manager:
In collaboration with staff and external technical representatives, the Program Manager
is responsible for managing R&D projects while ensuring the overall review and support framework of
the Project Team and Technical Committee (TC) represent the breadth of the R&D program.

Essential Job Function
- Develop requests for proposals and coordinate the proposal process with the project teams and contractors.
- Facilitate the project team and contractor(s) to develop the technical work scope and specify project deliverables.
- Develop all necessary documentation for internal processes to contract and fund the projects.
- In conjunction with the project teams and contractors, conduct day-to-day management of all projects and project areas to which the incumbent is assigned to ensure project execution is on track with budgets, spending, execution, and implementation.
- Review existing contracts and resolve contract issues as needed, in coordination with management, Counsel, and the project team.
- Serve as the primary contact for technology development program contractors.
- Obtain participation and commitments from key stakeholders, including the commitment of funding for projects and programs.
- Prepare, distribute, and upload periodic contract status reports (e.g., project milestone achievements).
- Advise project teams of complex contractual or significant contractor related issues.
- Verify that project results meet contractual requirements and ensure the results are properly posted to facilitate member accessibility.
- Act as staff liaison to Technical Committees/Project Areas/Project Teams
- Assist the TC and/or Project Areas in the identification of projects for inclusion on the Funding Portal.
- Partner with Research Coordinator to oversee planning and execution details of TC, Project Areas and Project Team meetings in accordance with meeting standards.
- Lead communication among TC and/or the Project Area leadership to develop strategies to support, enable, and facilitate the execution of a successful research program.
- Identify opportunities, develop proposals, and assist in strategies for co- funding from government or other industry related organizations. Coordinate Member cash and in-kind co-funding.
- Assist in providing corporate-wide oversight of all technical program activities, including, the identification of emerging issues and problems, and the development of appropriate solutions.
- Assist in the oversight, maintenance and archiving of all pertinent project and contract files.
- Working with appropriate staff, coordinate, track, and assess all technology transfer efforts.
- Lead communication among TC members and contractors to develop materials, presentations and deliver project results through active participation in the R&D Forums
- Engage with other industry organizations to ensure related interests are coordinated.
- Contribute to the development and/or execution of projects, as needed.
Qualifications for Program Manager:
- At least two years’ demonstrated project management ability
- Ability to communicate effectively and efficiently with globally dispersed staff, members, and operators in a virtual environment.
- Demonstrated oral and written skills with an exceptional ability to communicate and collaborate with staff, colleagues, Executive Assembly members and their technical representatives.
- Strong interpersonal and communication skills; experience in effectively communicating key points, including development and refinement of presentations to native and non-native speakers.
- Skillful working with a large and diverse body to reach consensus on complex issues.
- Ability to work independently on a variety of tasks simultaneously, as well as a strong systems orientation and attention to detail.
- Ability to prioritize multiple tasks with varying degrees of importance and sensitivity and deliver projects within tight deadlines.
- Must have proficiency with Adobe, Microsoft Office 365 products and associated applications including Outlook, Teams, Excel, and PowerPoint.
